Windows 11, escape sequence too large near '"C:Users'

Testing on Windows 11.

Created special user name: "87150" and logged in to windows using it. (For test case using numeric characters, in bug report same issue can occur also with Chinese characters).

Have basic setup factory, v9.5.3.0.

If installation has license agreement, and there is some action registered in "On Ctrl Message" (irrelevant which can be even file log operation).

Installation displays following error message:

What I have checked through - you need to specify license text via "Load from file", as for "Specify now" - everything works out of box.
